Item No. 1
PC : 10-8-87
SA-88-7
Page 1
RECOMMENDATION
It is recommended that the Planning Commission:
1 . Approve the Negative Declaration and instruct the Clerk to
file a Notice of Determination.
2 . Approve Site Approval Application No. SA-88-7 based on the
Findings in the staff report and subject to the Conditions of
Approval listed in the staff report .
FINDINGS
1 . "The establishment , maintenance, and operation of the use
does not conflict with the General Plan. "
Staff can make this finding because a custom slaughterhouse
is considered to be a livestock service which is consistent
with the General Plan designation of Agriculture and is
permitted in the GA-40 zone .
2 . "Adequate utilities, access roads, sanitation, drainage, and
other necessary facilities have been provided, and the pro-
posed improvements are properly related to existing and pro-
posed streets and highways. "
° Staff can make this finding because all the utilities,
improvements, and facilities are existing or can be pro-
vided in a required Improvement Plan.
3 . "The property involved is of adequate size and shape to
accommodate the proposed use and all yards, building
coverage, setbacks, parking areas, and other requirements of
this Title . "
° Staff can make this finding because the parcel is 117 . 6
acres, with the project encompassing approximately 4 . 3
acres of the total . Therefore, there is more than adequate
area available to meet all provisions of the Planning Code.
4 . "Issuance of the permit will not be significantly detrimental
to the public health, safety, or welfare or be injurious to
the property or improvements of adjacent properties. "
° Staff can make this finding because there are local and
State regulations governing the proposed use. In addition,
the slaughtering operation should be limited to 20 animals
per month; and therefore , the impact to the surrounding
area will be negligible .
