SAN J D AR I N Environmental Health Department <br /> Y AMENDED <br /> 3/16/2020 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TRACY EXPRESS WASH &LUBE 2480 N TRACY BLVD,TRACY March 16, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following were observed in the use oil tank room: <br /> -Oily absorbent, heavy oil stains, and one used metal oil filter were observed on the floor of the used oil tank room. <br /> Operator picked up the one used metal oil filter and transferred to one 15-gallon container with used metal oil filters. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean oil stains and oily absorbent. Manage the waste according to Title 22 <br /> California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San <br /> Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned up <br /> waste. <br /> This is a repeat violation, Class II. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -One 55-gallon drum with used paper oil filters observed with no ring around lid. Operator could not find ring to <br /> secure lid. <br /> -One 55-gallon drum with used paper oil filters observed with open lid. Operator secured lid shut with ring. Corrected <br /> on site. <br /> -Approximately six 5-gallon buckets with used oil observed with no lid. Operator transferred contents to one <br /> 55-gallon container with used paper oil filters. <br /> -One 5-gallon bucket with used paper oil filters observed with no lid. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
