Hazelton Avenue <br /> Stockton, California 95205 <br /> Dear Ms. Islaf: <br /> Proposed Public Use of the Hanson Road/Bridge-DSL-33, Ban Joaquin <br /> County <br /> Pursuant to your request for information and input from the <br /> Department of Water Resources regarding the proposed public use <br /> of the Hansen Road Bridge which crosses the California Aqueduct, <br /> enclosed are copies of a Director's Deed and a Director's <br /> Easement Deed vesting ownership and passage over the Hansen Road <br /> Bridge. <br /> Language on page two of the Director's Deed reserves to DWR <br /> the right to operate, maintain, and among other items, the <br /> authority to approve or deny any proposed widening of the bridge. <br /> In addition, I understand during a telephone call with David <br /> Wrightsman of my staff, earlier this month, the developers are <br /> considering widening the right-of-way of Hansen Road to 60-feet, <br /> with eventual dedication of the roadway and bridge to San Joaquin <br /> County. Any plans by the developer or the county to widen the <br /> bridge must be authorized by DWR engineering staff leading to the <br /> issuance of an encroachment permit. This right of review by DWR <br /> is mandated by the reservations in the enclosed vesting <br /> documents. <br /> The subject bridge is designed to handle vehicles which <br /> comply with the weight limitations of the State of California <br /> Vehicle Code. Further, the width of the bridge is substandard <br /> for the proposed public use. With the bridge's 24-foot width, <br /> the structure allows for two 12--foot traffic lanes and no <br /> shoulder. Allowing public traffic on the bridge would create a <br /> safety hazard and the potential for litigation in the event of an <br /> accident. Design for the widening of the bridge would have to be <br /> clear span. The addition of support members within the canal are <br /> not allowed. If widening is required, we recommend a parallel <br /> bridge. <br />
