San Joaquin Valley's air quality relative to National and State Ambient Air Quality <br /> Standards has been designated as a non-attainment area by the California Air Resources Board <br /> as follows: <br /> PM-10 - Nonattainment <br /> CO - Nonattainment (for Stockton Urbanized Area only) <br /> Ozone - Nonattainment <br /> The California Clean Air Act,AB 2595, requires counties which are designated non-attainment <br /> to achieve a 5% annual average reduction in emissions from the 1987 year planning emissions <br /> inventory until the standards are met. <br /> The District prepared a preliminary assessment of the air quality impacts with respect to the <br /> indirect emissions contribution of this project. The District utilized the Urbemis3 program to <br /> model the indirect emissions associated with this project. The results indicated emissions in <br /> exceedence of the District's interim thresholds for requesting additional air quality analysis. <br /> Specific exceedences involved PM10 emissions and NOx emissions. The assumptions utilized <br /> in the model reflected a higher level of truck traffic associated with the heavy industrial <br /> category and that was reflected in the analysis. In addition, the emissions analysis utilized <br /> was also modelled under the category "manufacturing." This had the effect of resulting <br /> emissions even above those indicated for the heavy industry category. As there was no <br /> specific indicated use for this project, and as manufacturing will be allowed within this zoning <br /> if approved, it was necessary to also utilized the similar higher truck traffic assumptions <br /> associated with this category.
