GP- <br /> 92-13 AND ZR-92-16 OF L.R. AND J.C. KARLE (C/O CONCRETE <br /> PRODUCTS) <br /> ------------------------------------------------------------------- <br /> This application is a request for a General Plan Map Amendment and <br /> a Reclassification to change the General Plan designation from <br /> General Agriculture to Limited Industrial and the zoning from AG-40 <br /> to I-L. The applicant has indicated he is requesting this change <br /> to allow the property to be used for the fabrication of concrete <br /> products. <br /> The property contains approximately 15 acres and is located on the <br /> west side of Hansen Road, south of Schulte Road, west of Tracy. The <br /> Southern Pacific Railroad tracks and the California Aqueduct are <br /> located to the north of the project site and Interstate 580 is to <br /> the south. <br /> The properties adjacent to the project site are shown on the <br /> General Plan 2010 as General Agriculture and are zoned AG-40 . <br /> An initial review of the project shows that, as currently proposed, <br /> it is inconsistent with General Plan policies regarding the <br /> location of industrial development. Growth Accommodation Policy <br /> No. 7 states that industrial development shall be shown on the <br /> General Plan Map only in communities or adjacent to existing <br /> industrial areas outside of communities. The project site is not <br /> located within a community and is not adjacent to an existing <br /> industrial area. There is an area of industrial development <br /> between Schulte Road and the Southern Pacific Railroad tracks, but <br /> the proposed project is not contiguous to this area. To process <br /> this application, it would need to be revised to include the <br /> properties between the project site and the industrial area to the <br /> north. <br /> The proposed project is also inconsistent with the Infrastructure <br /> Services policies of the General Plan for areas proposed to be <br /> zoned I-L (Limited Industrial) . The General Plan requires that <br /> industrial areas outside of communities have a public wastewater <br />
