Approve the Negative Declaration; <br /> 2. Approve General Plan Map Amendment No.GP-92-13 based upon the 'Basis for General <br /> Plan Amendment' contained in the staff report; and <br /> 3. Approve Conditional Zone Reclassification No.ZR-92-16 based upon the'Bases for Zone <br /> Reclassification' contained in the staff report. <br /> BACKGROUND: <br /> This General Plan Map Amendment and Zone Reclassification is intended to expand the Patterson <br /> Pass/Safeway Industrial Area by 35 acres, by amending the Plan from General Agriculture (A/G) to <br /> General Industrial (I/G) and reclassifying the property from AG-40 to I-G (General Industrial). <br /> The Planning Commission heard this matter at its meeting of June 17, 1993. Don Moyer, property owners, <br /> and potential users of the property spoke in support of the amendment and reclassification. Paul Lang, <br /> of King & Lyons, expressed concern about the current lack of public services and the need for an EIR. <br /> At issue were conformance with the General Plan policies and Development Title requirements, including <br /> the need for services and the County water policy; access, particularly regarding the crossing of the <br /> California Aqueduct; and the timing of public services. The applicants protested the widening or <br /> construction of a new bridge across the Aqueduct. <br /> Uses presently proposed for the property include a concrete products company and a pallet company, <br /> although the I-G zone would permit a wide variety of manufacturing and other industrial uses. <br /> The Planning Commission voted 6-0 to approve the Negative Declaration (based on conditions being <br /> placed on the reclassification) and forward to the Board of Supervisors a recommendation for approval <br /> of General Plan Map Amendment No. GP-92-14 and Zone Reclassification No. ZR-92-16 subject to the <br /> following conditions: <br />
