SAN JOAQUIN COUNTY COUNCIL OF GOVERNMENTS
L -J
1860 EAST HAZELTON AVENUE
STOCKTON, CALIFORNIA 95205
TELEPHONE (209) 944-2233
June 3, 1987
Mr. Harry Islas
Associate Planner
San Joaquin County Planning Division 1987
1810 E. Hazelton Avenue SAN JOAQUIN COUNTY
Stockton, CA. 95205
PLANNING DEPARTMENT
Dear Mr. Islas:
The San Joaquin County Council of Governments has completed its
review of Application Referral UP-86-6/VR-86-5. COG staff offers
the following comments concerning the proposed Christian Life
Center:
The area in which the proposed project would be located is an
area of concern to the Council of Governments. This area has
seen a number of recent developments, while others, including the
Christian Life Center, are in the planning stages. Many trans-
portation improvements will be needed as a result of this growth.
As mentioned in the Application Referral, widening of Hammer Lane
and improvements to the Hammer Lane/Highway 99 interchange will
both be necessary in the future. COG staff agrees that the
developer of this project should help fund these improvements.
The Application is confusing however, in its discussion of the
developers share of these costs. It is not clear how many trips
per day this development will actually generate. While it may be
necessary to refer to this in trips per year, it should be
derived at from daily trip projections. The table on page two of
the supplemental traffic information is confusing as it refers to
trips in millions. This should be made more readable and
explained more clearly in any future documents.
The source of the cumulative traffic volume projections should
also be defined, and there is also no mention of what year these
cumulative totals are representing. The location of the cumula-
tive traffic projections are also unclear, only one volume is
given in the table. It should be stated whether this is at the
Hammer Lane/Highway 99 interchange, in front of the Christian
Life Center, or elsewhere on Hammer Lane.
One other point of concern is that of a traffic signal at the
project entrance off of Hammer Lane. How close would this be to
the signal which currently exists at the entrance to the Stockton
Auto Center? Too many lights along this stretch of Hammer Lane,
close to Highway 99, could cause a traffic flow problem.
• COUNTY OF SAN JOAQUIN 9 CITIES OF STOCKTON, LODI, TRACY, MANTECA, ESCALON, RIPON •
