Hazelton Avenue SAN JOAQUIN COUNTY <br /> Stockton, CA. 95205 <br /> PLANNING DEPARTMENT <br /> Dear Mr. Islas: <br /> The San Joaquin County Council of Governments has completed its <br /> review of Application Referral UP-86-6/VR-86-5. COG staff offers <br /> the following comments concerning the proposed Christian Life <br /> Center: <br /> The area in which the proposed project would be located is an <br /> area of concern to the Council of Governments. This area has <br /> seen a number of recent developments, while others, including the <br /> Christian Life Center, are in the planning stages. Many trans- <br /> portation improvements will be needed as a result of this growth. <br /> As mentioned in the Application Referral, widening of Hammer Lane <br /> and improvements to the Hammer Lane/Highway 99 interchange will <br /> both be necessary in the future. COG staff agrees that the <br /> developer of this project should help fund these improvements. <br /> The Application is confusing however, in its discussion of the <br /> developers share of these costs. It is not clear how many trips <br /> per day this development will actually generate. While it may be <br /> necessary to refer to this in trips per year, it should be <br /> derived at from daily trip projections. The table on page two of <br /> the supplemental traffic information is confusing as it refers to <br /> trips in millions. This should be made more readable and <br /> explained more clearly in any future documents. <br /> The source of the cumulative traffic volume projections should <br /> also be defined, and there is also no mention of what year these <br /> cumulative totals are representing. The location of the cumula- <br /> tive traffic projections are also unclear, only one volume is <br /> given in the table. It should be stated whether this is at the <br /> Hammer Lane/Highway 99 interchange, in front of the Christian <br /> Life Center, or elsewhere on Hammer Lane. <br /> One other point of concern is that of a traffic signal at the <br /> project entrance off of Hammer Lane. How close would this be to <br /> the signal which currently exists at the entrance to the Stockton <br /> Auto Center? Too many lights along this stretch of Hammer Lane, <br /> close to Highway 99, could cause a traffic flow problem. <br /> • COUNTY OF SAN JOAQUIN 9 CITIES OF STOCKTON, LODI, TRACY, MANTECA, ESCALON, RIPON • <br />
