OUP-86-6 and VR-86-5 page 3 <br /> The comment letter of the Local Agency Formation Commission notes <br /> that while it may be possible to start construction under County <br /> permits with annexation to the City to follow, it is the Commission' s <br /> policy to encourage that such development occur within the City <br /> in order to receive the full range of City' s services, including <br /> City sewer and water. <br /> TRAFFIC AND CIRCULATION <br /> The traffic report prepared by Omni-Means, the applicant' s consul- <br /> tant, identifies significant traffic concerns with this project <br /> at the proposed location. These concerns are reiterated in the <br /> public agency comments . Although it has been generally recognized <br /> that major improvements will be required for this and other projects , <br /> the applicant has not made a commitment to specific local road <br /> or state route intersection improvements. <br /> INADEQUACY OF INFORMATION TO SUPPORT APPROVAL <br /> In its review of the site plan submitted on June 25 , 1986 , the <br /> Planning Division found the site plan to be inadequate to address <br /> the details of several concerns. The site plan submitted on <br /> May 11 , 1986 is not materially different from that submitted pre- <br /> viously. KLDD, the applicant' s architect, has promised to deliver <br /> the previously site plan revisions on June 9 , 1987 . <br /> The project description contained in the application states that <br /> the Christian Life Center will build a main sanctuary to house <br /> three to six thousand people. This description is inconsistent <br /> with the building plans recently submitted to the Building Inspec- <br /> tion Division. The building plans indicate that a maximum occu- <br /> pancy of ten thousand persons would be accomodated by the proposed <br /> sanctuary.
