Item No . 9 <br /> PC : 1-16-86 <br /> UP-84-74 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1 . Approve the Negative Declaration; and <br /> 2 . Approve the Use Permit based on the findings noted and sub- <br /> ject to the attached conditions. <br /> FINDINGS <br /> 1 . The establishment , maintenance, and operation of the use does <br /> not conflict with the General Plan because the use is per- <br /> mitted conditionally in the EA zone, which is the primary <br /> zone consistent with the Agricultural designation. <br /> 2 . Adequate utilities , access roads, sanitation, drainage, and <br /> other necessary facilities have been provided, and the pro- <br /> posed improvements are properly related to existing and pro- <br /> posed streets and highways because all required improvements <br /> will be constructed under permit and inspection by all appli- <br /> cable departments. <br /> 3 . The property involved is of adequate size and shape to accom- <br /> modate the proposed expansion and all yards, building <br /> coverage, setbacks, parking areas, and other requirements of <br /> the Planning Title because the proposed expansion area as <br /> delineated in the site plan conforms to all provisions of the <br /> Title . <br /> PROJECT DESCRIPTION <br /> The proposal is an expansion of an existing marina facility and <br /> recreational vehicle park located at Terminous, west of Lodi . <br /> The large facility adjoining Little Potato Slough includes an <br /> existing 250-unit recreational vehicle park and mobilehome park. <br /> About 14 acres of the 40-acre project site is proposed to be <br /> developed with 147 R.V. spaces, a 40 ' x 100 ' meeting area/rest- <br /> room facility, an outdoor amphitheater, a softball diamond, and <br /> other outdoor recreation areas, including a tent campground. The <br /> meeting area will be a roof structure supported by poles . <br /> No public services exist . Sewage disposal will be provided by <br /> connection to an existing private sewage disposal system. Water <br /> will be provided by Little Potato Slough Mutual Water Company, <br /> another private system serving the complex. Drainage will be <br /> provided through Reclamation District No. 548 facilities . <br />
