Item No . 9
PC : 1-16-86
UP-84-74
Page 1
RECOMMENDATION
It is recommended that the Planning Commission:
1 . Approve the Negative Declaration; and
2 . Approve the Use Permit based on the findings noted and sub-
ject to the attached conditions.
FINDINGS
1 . The establishment , maintenance, and operation of the use does
not conflict with the General Plan because the use is per-
mitted conditionally in the EA zone, which is the primary
zone consistent with the Agricultural designation.
2 . Adequate utilities , access roads, sanitation, drainage, and
other necessary facilities have been provided, and the pro-
posed improvements are properly related to existing and pro-
posed streets and highways because all required improvements
will be constructed under permit and inspection by all appli-
cable departments.
3 . The property involved is of adequate size and shape to accom-
modate the proposed expansion and all yards, building
coverage, setbacks, parking areas, and other requirements of
the Planning Title because the proposed expansion area as
delineated in the site plan conforms to all provisions of the
Title .
PROJECT DESCRIPTION
The proposal is an expansion of an existing marina facility and
recreational vehicle park located at Terminous, west of Lodi .
The large facility adjoining Little Potato Slough includes an
existing 250-unit recreational vehicle park and mobilehome park.
About 14 acres of the 40-acre project site is proposed to be
developed with 147 R.V. spaces, a 40 ' x 100 ' meeting area/rest-
room facility, an outdoor amphitheater, a softball diamond, and
other outdoor recreation areas, including a tent campground. The
meeting area will be a roof structure supported by poles .
No public services exist . Sewage disposal will be provided by
connection to an existing private sewage disposal system. Water
will be provided by Little Potato Slough Mutual Water Company,
another private system serving the complex. Drainage will be
provided through Reclamation District No. 548 facilities .
