ATTACHMENT A
FINDING OF SIGNIFICANT ENVIRONMENTAL IMPACTS IDENTIFIED
IN THE TOWER PARK MARINA AND RV PARK
Section 15901(a) of the 'State CEQA Guidelines' states:
(a) No public agency shall approve or carry out a project for which an EIR has been completed which
identifies one or more significant environmental effect of the project unless the public agency
makes one or more written finding for each significant effect, accompanied by a brief explanation
of the rationale for each finding. The possible findings are:
(1) Changes or alterations have been required in, or incorporated into, the project which
avoid or substantially lessen the significant environmental effect as identified in the Final
EIR.
(2) Such changes or alterations are within the responsibility and jurisdiction of another public
agency and not the agency making the finding. Such changes have been adopted by
such other agency or can and should be adopted by such other agency.
(3) Specific economic, social, or other considerations make infeasible any mitigation
measures or project alternatives identified in the Final EIR.
Impact:
Development of the site will result in the conversion of 90 acres of land presently used for agriculture to
nonagricultural uses.
Mitigation:
None.
Finding:
Specific economic, social, or other considerations make infeasible any mitigation measures or project
alternatives identified in the Final EIR.
Supporting Facts:
The proposed project is composed of nonprime, class III agricultural soils. The site is adjacent to an area
already developed with commercial recreational uses, as well as residential uses (Tower Park Village).
Expansion and intensification of this existing maring and RV park may preclude the development and
intrusion of other commercial marinas and RV parks into agricultural areas with prime soils. The
expansion will also provide additional recreational opportunities to County residents.
