SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; i y 1 Iii <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CABRAL CHRYSLER JEEP DODGE 1145 W YOSEMITE AVE, MANTECA February 24, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following were observed in the main shop: <br /> -Metal fines observed on floor and on top of containers located near metal grinding machine. <br /> -Used oil observed on floor of shop located near engines in the back of the shop. <br /> -Used oil observed on the floor of shop located near 5 gallon draining bucket found in the front of the shop. <br /> -One used oil filter observed on top of mobile used oil container located at the front of the shop. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately contain metal fines, clean used oil and contain used oil filter. Manage the <br /> waste according to Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting <br /> documentation to the San Joaquin County Environmental Health Department describing the storage and final <br /> disposition of the cleaned up waste. <br /> This is a repeat violation, Class II. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site. <br /> The following were located in the hazardous waste storage area: <br /> -One 55 gallon with used paper oil filters observed with no ring on lid. <br /> -Two 55 gallon with used oil filters observed with no ring on lid. <br /> -One 55 gallon with used paper oil filters observed with no bunghole cap. <br /> -One 55 gallon with oily solids observed with no bunghole cap. <br /> The following were located in the main shop: <br /> -One 5 gallon bucket with used oil filters observed with no lid. <br /> -Six 5 gallon buckets with used oil observed with no lids. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
