The Study provided results of the soil vapor extraction/air sparing (SVE/AS) pilot <br /> tests performed at the site during 1999, and evaluated SVE/AS along with natural <br /> attenuation and groundwater extraction with SVE as possible remediation alternatives. <br /> PHS/EHD concurs with the Study's recommendation that SVE/AS appears to be the most <br /> cost-effective remedial alternative. <br /> The Plan proposed the installation of three additional vapor extraction wells for the <br /> SVE/AS remediation system However,calculations for the number and placement of <br /> additional wells were not provided. The Plan proposed the installation of a SVE/AS <br /> remediation system based on the results of the pilot tests in 1999. The Plan provided a <br /> narrative for the SVE treatment strategy, including the options of using a catalytic oxidizer, <br /> thermal oxidizer,I.C. engine, or vapor-phase carbon, but did not go into specifics. In a <br /> telephone conversation on June 16,2000,ATC expressed to PHS/EHD that these specifics <br /> would be included in the Design Plans and Specifications (Task 1) as proposed in the Plan. <br /> In addition to the SVE/AS Radius of Influence (ROI) and the Vapor Extraction Flow Rate <br /> which were provided in the Study,PHS/EHD recommends including the following in the <br /> Design Plans and Specifications (Task 1): <br /> • Wellhead Vacuum(from the pilot tests) <br /> • Pre-remediation mass balance concentration in the soil and in the groundwater <br /> A Division of San Joaquin County Health Care Services <br />
