d
i
analysis of TPHg and BTEX by EPA Methods 8015m and 8020. All laboratory analyses
shall be performed by a State='certified laboratory. Parameters to be monitored and
adjusted in the field shall include vapor extraction flow rates, air injection flowrates,
induced vacuum responses at on-site wells if applicable, and hydrocarbon vapor
concentrations with an organic vapor monitor approved by the SJVUAPCD.
Monitoring and sampling of five existing groundwater wells and two selected vapor
extraction wells shall continue on a quarterly basis. Sampling consists of collecting
groundwater samples for analysis of TPHg and TPHd by EPA method 8015m, BTEX by
EPA method 8020, and for fuel oxygenates by EPA method 8260.
Section 10.8 Vapor Extraction and Air Sparge Systems Sampling
Typical SJVUAPCD guidelines :;require that during the startup phase of the off-gas
abatement unit, influent and effluent air samples to the VES be collected to evaluate
destruction efficiency of the unit. Sampling consists of collecting air samples for submittal
to a State-certified laboratory for analysis of TPHg and BTEX by EPA methods 8015m and
8020.
To demonstrate compliance with SJVUAPCD regulations, the VES shall be sampled at
least once during the first week of operation, and once per month for the life of the
remediation system. With the exception of influent and effluent air samples collected and
analyzed as detailed above, during the first 2 days of operation and later on a biweekly
and monthly t basis all other sampling of the VES shall
Y be conducted usingafield organic
P 9
g
vapor monitoring instrument approved by the SJVUAPCD.
If at any time the results of laboratory analyses or field monitoring readings show emission
limits to be exceeded, a confirmation air sample shall be taken immediately and analyzed
on a 24-hour turnaround basis by a State-certified laboratory for TPHg and BTEX by EPA
methods 8015m and 8020. If emission limits are shown to be exceeded, the system shall
be shut down and any necessary'-corrective action shall be performed before repeating the
startup sequence. SJVUAPCD shall be notified that emission limits were exceeded within
24 hours of such indication.
Vapor phase granulated activated carbon is a proven technology and destruction
efficiency is not anticipated to be a concern. Having two canisters in series shall provide a
safeguard against exceeding emission limits. Monitoring vapors from the sampling port in
between the two canisters should provide an indication when breakthrough has occurred.
This shall allow sufficient time to`'change out the carbon if necessary prior to emission to
the atmosphere. Typical SJVUAPCD guidelines require that extracted vapor influent to
and effluent from the carbon system shall be monitored with a field instrument approved
by the SJVUAPCD on a daily basis until the frequency of carbon changeout .can be
evaluated. System monitoring frequency, if applicable, shall be changed to once every 2
weeks or monthly, with a field instrument and monthly verification by analytical laboratory
testing upon receiving SJVUAPCD approval..
Section 10.9 Vapor Extraction System and Air Sparge System Performance
Evaluation
Following continued operation of the VES and air sparge system, a systems performance
evaluation shall be conducted to monitor the effectiveness of the remediation systems,
and a report shall be issued on a quarterly basis. This report shall, at a minimum, include
the following: hours of operation,; system influent and effluent field monitoring readings;
laboratory results of influent and effluent air samples; total and individual vapor extraction
SP10
