SANJOARIN Environmental Health Department <br /> —COUNTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Nam: Facilit,Address: Oau: <br /> TEV ELDE,GEORGE DAIRY 27815 E 00005 R0, ESCALON February 25, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-NOticem Comply) <br /> Item M Remarks <br /> 101 CCR 88282.12 Managed a hazardous waste without an identification number. <br /> OBSERVATION:This business does not have a hazardous waste ID number in the California Department of Toxic <br /> Substances Control(DTSC)database.Used lubricating oils and filters were observed at the facility during the time <br /> of the inspection. <br /> REGULATION GUIDANCE: A hazardous waste generator shall not treat,store,dispose of,transport or offer for <br /> transportation,hazardous waste without having received an Environmental Protection Agency(EPA)Identification <br /> (ID)Number.A State EPA ID number is required for generators of less than 100 kg RC RA hazardous waste per <br /> month, less than one kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID <br /> numbers are unique to a business and site location. <br /> CORRECTIVE ACTION:Go to the DTSC web site at https://dtw.ca.gov/apply-for-hazardous-waste-epa-id-number/ <br /> to obtain a State ID number. Immediately apply for your ID number and submit evidence to the San Joaquin <br /> County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> 301 CCR 88282.34(dx2)Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Dark staining was observed in the back of the shop,adjacent to the northern wall. Five,5 gallon <br /> plastic buckets containing what appeared to be used oil and an open top plastic pail,full with what appeared to be <br /> used oil were observed to be on concrete.The concrete area area was black in color and in certain areas,liquid or <br /> wet area could be observed.In other areas soil and debris on the concrete appeared to be contaminated with the <br /> used oil and was black in color. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire,explosion,or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air,soil,or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION:Immediately clean the area. Manage the waste according to Title 22 California Code of <br /> Regulations for hazardous waste.
