San Joaquin St. <br /> Stockton, CA 95201 <br /> RE: Possible County Oversight of Health Risk Determination, <br /> Lead Levels in Soils at "Old Tracy Yard" Site, <br /> 780 E. 6th Street at Mac Arthur Drive, Tracy, CA <br /> Dear Ms. Hinson: <br /> Southern Pacific {SP) has been working directly with the Central Valley <br /> Regional Water Quality Control Board (RWQCB) on the characterization of the subject site, <br /> with copies of all submittals sent to Mr. Mike Infurna on your staff. The RWQCB has <br /> approved SP's Work Plan for additional site characterization, and for removal of site soils <br /> with total lead levels exceeding 500 mg/kg. The 500 mg/kg is the RWQCB's threshold, <br /> below which they concluded lead levels would not pose a threat to groundwater. <br /> Site lead levels must also satisfy human health risk assessment calculations. <br /> SP has calculated the acceprabie soil lead concentration using the Department of Toxic <br /> Substances Control (DISC) risk assessment model and input assumptions, yielding an <br /> acceptable lead concentration of 241 mg/kg. This information has been provided to the <br /> RWQCB but not (yet) to the DISC. <br /> SP met with the RWQCB and DTSC staff on July 27, 1994. DISC <br /> acknowledged that, if they were to begin involvement with this project, they reserve the right <br /> to expand their investigation beyond the otherwise limited review of the health risk <br /> assessment.
