Mr. Randy Smith -2-
21 April 1994
'soil cleanup level is appropriate for protection of water quality based on the soil sampling done to
date, but soils may have to be cleaned up to lower levels. First, since the site is proposed to be
zoned for residential/commercial development, the DTSC may require lower levels to protect public
health. Secondly, the results of additional soil sampling to take place according to the work plan
may show that significantly high soluble lead concentrations exist which would dictate the need for
lower cleanup levels.
The work plan is hereby approved as modified by this letter. By 6 May 1994, please submit a
detailed schedule to conduct the work and provide a report of findings. Your letter said the work
plan included a schedule, namely that a summary report would be submitted approximately eight
weeks after the field work has been completed. However, since you did not say when the field work
will begin or when it will be completed, such a "schedule" is totally useless. All future schedules
shall include specific calendar dates.
If you have any questions, please feel free to call me at (916) 255-3077.
JOEL M.
