CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> CLEANUP AND ABATEMENT ORDER NO. 92-707 <br /> AMENDING CLEANUP AND ABATEMENT ORDER NO. 91-720 <br /> FOR <br /> SOUTHERN PACIFIC TRANSPORTATION COMPANY <br /> TRACY YARD, SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br /> Board) finds that: <br /> 1 . On 9 July 1990, the Executive Officer issued Cleanup and Abatement Order No. <br /> 90-715 for Southern Pacific Transportation Company (hereafter Discharger), for soil <br /> and ground water pollution at the Tracy Yard in San Joaquin County. <br /> 2. On 30 April 1991 , the Executive Officer issued Cleanup and Abatement Order No. <br /> 91-720, Amending Cleanup and Abatement Order No. 90-715 for Southern Pacific <br /> Transportation Company. <br /> 3. On 18 July 1991 , the State Water Resources Control Board adopted Resolution No. <br /> 91-65, Amending Central Valley Regional Water Quality Control Board Cleanup and <br /> Abatement Order No. 91-720 for Southern Pacific Transportation Company. <br /> 4. On 8 January 1992, the Executive Officer issued Monitoring and Reporting Program <br /> No. 92-801 for Southern Pacific Transportation Company, Tracy Yard, San Joaquin <br /> County. <br /> 5. This Order amends and incorporates all the findings in Order No. 91-720. <br /> 6. Order No. 91-720 remains in full force and effect except as modified by this <br /> amending Order. <br /> 7. Monitoring of soils and ground water at the Tracy Yard has shown the following <br /> pollutants to be present in excess of background levels, and in many cases, in <br /> concentrations in excess of applicable water quality objectives: petroleum-derived <br /> fuels; chromium; lead; acetone; bromodichloromethane; 2-butanone; benzene; <br /> chloroethane; 1 ,3-dichlorobenzene; 1 ,1-dichloroethane; 1 ,1-dichloroethylene; cis- <br /> and trans-l,2-dichloroethylene; dichloromethane; ethylbenzene; isopropylbenzene; <br /> naphthalene; tetrachloroethylene; toluene; 1 ,1 ,1-trichloroethane; trichloroethylene; <br /> trichlorofluoromethane; vinyl chloride; and xylenes. <br /> 8. Pollutants known to exist in petroleum-derived fuels include: total petroleum <br /> hydrocarbons (gasoline, diesel, kerosene, motor oil and heavier ranges); benzene; <br />
