CLEANUP AND ABATEMENT ORDER NO. 92-707 -5- <br /> AMENDING CLEANUP AND ABATEMENT ORDER NO. 91-720 <br /> FOR SOUTHERN PACIFIC TRANSPORTATION COMPANY, <br /> TRACY YARD, SAN JOAQUIN COUNTY <br /> 18. The USEPA has published the following one-in-one-million incremental cancer risk <br /> levels estimates for selected constituents of concern: <br /> bromodichloromethane 1 .4 4g/I <br /> 1 ,1-dichloroethylene 0.06 4g/I <br /> dichloromethane (methylene chloride) 5 µg/I <br /> carcinogenic polynuclear aromatic hydrocarbons' 0.0028 µg/I <br /> tetrachloroethylene 0.7 µg/I <br /> vinyl chloride 0.015 µg/I <br /> For the sum of acenaphthylene, anthracene, benz(a)anthracene, <br /> benzo(b)fluoranthene, benzo(k)fluoranthene, benzo(g,hJ)perylene, benzo- <br /> (a)pyrene, chrysene, dibenz(a,h)anthrace ne, fluorene, indeno(1 ,2,3-c,d)- <br /> pyrene, phenanthrene, and pyrene, as defined in the State Water Board's <br /> Inland Surface Waters Plan. <br /> 19. The USEPA has determined limiting concentrations based on health considerations <br /> for selected constituents of concern as follows: <br /> 2-butanone (methyl ethyl ketone) 200 µg/I <br /> fluoranthene 42 4g/I <br /> hexane 400 4g/I <br /> naphthalene 20 4g/I <br /> The USEPA has determined a reference dose (RfD) for acetone of 0.1 mg/kg/day. <br /> By using standard USEPA, Office of Water assumptions (2 liters/day water <br /> consumption, 70 kg body weight, and 20% exposure via drinking water), a health <br /> advisory of 700 µg/I may be calculated from the RfD. <br /> 20. To assure compliance with applicable requirements, standards, and criteria, and <br /> provide for cleanup of pollution of the site due to past operational practices, it is <br /> necessary to amend Order No. 91-720. <br /> 21. Issuance of this Order is exempt from the provisions of the Califomia Environmental <br /> Quality Act (Public Resources Code, Section 21000, et seq.), in accordance with <br /> Section 15321(a)(2), Title 14, California Code of Regulations. <br />
