STATE OF CALIFORNIA-Environmental Prt m Agency _ PETE WILSON Govemor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION _ : r s:; I_TH
3443 Routier Road,Suite A
Sacramento,CA 95827-3098 ---
PHONE:(916)255-3000 96 AUG 2S Pry 3: 5
FAX:(916)255-3015 v
23 August 1996
Mr. Randy Smith
Southern Pacific Transportation Company
One Market Plaza
San Francisco, CA 94105
LEAD CONTAMINATED SOIL REMEDIATION, SOUTHERN PACIFIC
TRANSPORTATION COMPANY, OLD TRACY YARD, SAN JOAQUIN COUNTY
I have reviewed the 9 August 1996 report entitled Remediation of Lead-Impacted Soil prepared
by Terranext for Southern Pacific Transportation Company's (SPTCo) old Tracy rail yard. The
report documents the sampling data obtained following the excavation and disposal or treatment
of more than 35,000 cubic yards of lead-contaminated soil. SPTCo has proposed continued
ground water monitoring at the site for three quarters with no further soil remedial action.
Based on the confirmation sampling of the excavations for soluble lead, the remaining soil
contamination probably does not pose a threat to water quality. This conclusion will be
confirmed with three additional quarters of ground water sampling from two existing wells and
four new wells. The remaining, limited high concentrations of total lead (up to 5,870 mg/kg was
found and left in one location) may be a health concern depending upon the future use of the
property. A preliminary health-based cleanup level of 220 mg/kg was established by the
Department of Toxic Substances Control based on eventual residential use.
Based on the above information, no further action is required except for submittal of quarterly
ground water monitoring reports by 30 September 1996, 31 December 1996 and 30 March
1997. After we review those reports and if they show little or no water quality degradation, we
will provide a final determination for no further action.
If you have any questions, you may call me at(916) 255-3077.
J L M.
