The request to <br /> modify the site remediation program was submitted to the Regional Board in a letter dated <br /> February 15, 1996 (letter heading: Modification of Site Remediation Program/Remediation of <br /> Lead Impacted Soil/Southern Pacific Transportation Company/Old Tracy Yard - Tracy, <br /> California). The February 15, 1996 letter outlined the original plan for site remediation, <br /> summarized remedial activities to date, and described the proposed modifications to complete <br /> site remediation, including post-remediation ground water monitoring. The Regional Board <br /> approved the requested modifications in a letter to SPTCo dated February 29, 1996 (letter <br /> heading: Modification of Site Remediation Plan, Southern Pacific Transportation Company, <br /> Old Tracy Yard, San Joaquin County). In the February 29, 1996 letter, the Regional Board <br /> requested that treated soil also be analyzed for soluble lead using the California waste <br /> extraction test (WET) with a deionized water leach. A cleanup level of 0.1 milligrams per <br /> liter (mg/L) (WET result with deionized water leach) was established for the treated soil for <br /> approval for use as backfill on site. The February 29, 1996 letter also requested a schedule <br /> for completion of the proposed remediation and submittal of a final remedial action report, <br /> and that post-remediation ground water monitoring be conducted for a minimum of three <br /> quarters. <br /> Modified Soil Remediation Program <br /> The soil remediation program at the Old Tracy Yard will be completed as described in the <br /> above referenced February 15, 1996 letter to the Regional Board as modified by the Regional <br /> Board's February 29, 1996 approval.
