The following paragraphs outline the original plan <br /> for site remediation, summarize remedial activities to date, and present proposed <br /> modifications to complete site remediation. <br /> Background and Remedial Activities to Date <br /> A Site Remediation Report/Workplan (Workplan) for the Old Tracy Yard site was submitted <br /> to the Regional Board on November 18, 1994. The remedial program outlined in the <br /> Workplan involved excavation of lead-impacted soil (areas defined by site characterization <br /> sample results), collection and analysis of confirmation samples from sidewalls and floors of <br /> excavated areas, and offsite disposal of the excavated soil. The cleanup level for lead in soil <br /> agreed to by the Regional Board and SPTCo and stated in the Workplan was a total lead <br /> concentration of 500 milligrams per kilogram (mg/kg). Based on this cleanup level and the <br /> available data, it was estimated that approximately 2,400 cubic yards (cy) of impacted soil <br /> would need to be excavated and transported for offsite disposal. <br /> Subsequent input from the California Department of Environmental Protection - Department <br /> of Toxic Substances Control (DTSC) in April of 1995 lowered the required cleanup level for <br /> lead in soil at the site to 220 mg/kg. This cleanup level was based on the assumption that, <br /> subsequent to remediation and sale by SPTCo, residential development would occur on the <br /> site.
