San Joaquin Street
Stockton, CA 95201-0388
RE: Notification of Start of Soil Remediation Activities
Old Tracy Yard, 780 E. 6th Street at MacArthur Drive, Tracy, CA
Dear Ms. Hinson:
This letter is to inform you directly of Southern Pacific's approved remediation plan for
the subject site. I am sending a copy of this letter and the attachment directly to Mr. Mike
Infurna for his information.
Since you and I last spoke, Southern Pacific (SP) is no longer pursuing a property sale
at this site. With the land use designation retained as Industrial use, SP has worked with the
Regional Water Quality Control Board (RWQCB) Staff to develop the current remedial plan
summarized in the attached letter. In short, the current plan meets the RWQCB concerns
regarding groundwater protection, and also protects human exposure/health risk issues by
covering the treated soil with clean, imported fill.
The attached letter, from Terranext to Mr. Joel Weiss at the Regional Water Quality
Control Board (dated April 22, 1996), is fairly self-explanatory; rather than re-state it's main
points here, please review the attached letter and feel free to contact me anytime if you have
concerns or questions. If you or any of your staff would like to visit the site during
remediation activities, please call me and I will be happy to make the arrangements.
Very Truly Yours,
2
Randall T. mith, P.E.
