A soil cleanup level of 500 milligrams per kilogram (mg/kg) total lead had previously
been established and agreed to by the Regional Water Quality Control Board (Regional
Board) and SPTCo. In subsequent correspondence to SPTCo and Industrial Compliance
(IC), you identified a soil cleanup level of 220 mg/kg total lead that would reportedly meet
requirements of the California Department of Toxic Substances Control (DTSC) for site soil
remediation. SPTCo agreed to implement site soil remediation using the lower soil cleanup
level for total lead pending receipt of written confirmation from the DTSC that the lower
cleanup level for total lead in soil would meet DTSC site remediation requirements and allow
for DTSC sign-off on the site.
To date, written confirmation has not been received from the DTSC. The identified DTSC
representative (Mr. Eric Garcia) has indicated that the letter is in preparation and should be
mailed shortly. Assuming that the letter is received by SPTCo during the week of June 19,
1995, IC requests an extension of the reporting date to October 6, 1995. In addition to
receipt of the confirmation letter from DTSC during the week of June 19, 1995, this revised
submittal date assumes two weeks for final field preparations and scheduling of
subcontractors, four to five weeks for excavation (multiple phases possible) and receipt of
final confirmation sample results, two weeks for site regrading and loading soil for off-site
disposal (assumes soil does not need on-site treatment to meet soluble lead criteria for Class
II landfill disposal), and five to six weeks for report preparation, review and submittal.
469-008.ltr/06-16-95/u/kwrigh/keydata/oldtracy/letters
Denver• Phoenix•Kansas City•Dallas•Houston•Los Angeles•Sacramento• Little Rock•Knoxville
A Subsidiary of SP Environmental Systems,Inc. 40
