In my 21 April 1994 letter, I approved your work plan <br /> to excavate lead contaminated soils to a maximum level of 500 mg/kg which may be appropriate <br /> for the protection of water quality. However, I also stipulated that the cleanup level may have to <br /> be lower because of two factors. First, additional analyses for soluble lead might show that 500 <br /> mg/kg is not protective of water quality, and second, the Department of Toxic Substances <br /> Control (DTSC) may not accept this level as being protective of public health. <br /> We have recently been informed by DTSC that a maximum cleanup level of 220 mg/kg will be <br /> required (see attached DTSC printout). Therefore, it is the Board's position, notwithstanding <br /> higher than expected soluble lead concentrations, that lead in the soil at the old Tracy Yard shall <br /> be cleaned up to 220 mg/kg. <br /> If you have any questions, you may call me at(916) 255-3077. <br /> VELM.
