Infurna,Senior REHS <br /> Site Mitigation Unit IV/LOP <br /> Subject: Proposed Workplan for Well Abandonment <br /> Former Southern Pacific Transportation Company (SPTCo) <br /> Old Tracy Yard,Tracy, California <br /> Dear Mr. Infurna: <br /> On behalf of Union Pacific Railroad Company (UPRR), Environmental <br /> Resources Management(ERM) has prepared this proposed workplan for <br /> abandonment of six ground water monitoring wells at the Old Tracy <br /> Yard (site). A site location map and site plan are attached (Figures 1 and <br /> 2, respectively; Appendix A). ERM's Proposed Workplan for Well <br /> Abandonment, Union Pacific Railroad Company Old Tracy Yard, Tracy, <br /> California (dated 19 August 1998) was approved by the California <br /> Regional Water Quality Control Board, Central Valley Region(RWQCB) <br /> in a letter dated 5 November 1998. <br /> This letter presents site background information and a proposed scope of <br /> work including field procedures. The PHS-EHD Well Destruction <br /> Application is presented as Appendix B. <br /> BACKGROUND INFORMATION <br /> The site served as a SPTCo maintenance facility from the late 1800's until <br /> it was decommissioned in the mid 1940's. Subsequently, it functioned <br /> primarily as a rail welding facility. All operations ceased and the <br /> majority of the structures and rail tracks were removed by the late 1980's. <br /> The southeastern portion of the site, along MacArthur Drive (see Figure <br /> 2), was leased to American Transit Mix Company, Inc./RMC Lonestar in <br /> the late 1980's and early 1990's.
