Environmental
Mr.Michael J.Infurna Resources
16 December 1998 Management
Page 4
ERM will direct the drilling subcontractor to drill out wells with more
than 3 feet of silt or those that have experienced casing failure. Prior to
drilling, a steel guide rod will be inserted in the well to ensure that the
drill stem stays centered on the well. Hollow-stem augers (with a
diameter equivalent or larger than those originally used to drill the well
borehole) will then be used to drill out the grout seal, casing, and filter
pack. The abandonment borehole will extend into native material
approximately 2 feet further than the original borehole. The over drilled
borehole will be backfilled with neat cement using a tremmie pipe as the
augers are removed from the borehole to within 5 feet of the ground
surface. At depths less than 5 feet bgs,the cement will be poured directly
into the borehole.
ERM will maintain drill cuttings (if any) generated during well
abandonment procedures onsite, and will sample and dispose the
materials in accordance with applicable state and federal laws. Steam
clean rinsate and water displaced during well abandonment will also be
stored onsite, and will be sampled and disposed in accordance with
applicable state and federal laws.
In accordance with permit requirements, ERM will call PHS-EHD 48
hours prior to abandonment activities to coordinate the required
inspections.
We appreciate your prompt attention to this proposed workplan and
application. If you have any questions or comments regarding this
request, please contact me at (925) 946-0455,or Mr. John Moe of UPRR at
(415) 541-7020.
Sincerely, RED GEGQc
r
MICHAEL E.
.► QUILUN
Michael E.
