Work Plan-Soil and Groundwater Remediation
CSUS Multi-Campus Regional Center,Stockton,CA
March 3,2003
4.2 SITE PREPARATION
Condor will prepare dewatering well and effluent discharge permit applications and will obtain the
required permits from the SCJEHD and City of Stockton prior to conducting the fieldwork. Condor will
schedule and coordinate all field activities through CSUS. The proposed area to be over-excavated will
be marked with white paint and Underground Service Alert (USA) will be notified at least 72 hours in
* advance of the fieldwork to locate and identify underground utilities in the vicinity of the work area.
However, because utilities contacted by USA will not mark their lines past property boundaries and into
a the site, it is the responsibility of the property owner to locate and identify underground utilities in and
near the work area. It is Condor's recommendation that the property owner contract a private locator to
accurately identify the underground utilities in and near the work area. The SCJEHD will be notified of
the fieldwork schedule at least 48 hours in advance. Temporary chain link fencing will surround the
excavation. In addition, traffic barricades and caution tape will be placed outside the chain link fencing
and around the perimeter of the area to provide a buffer zone.
4.3 DEWATERING ACTIVITIES
Dewatering of the proposed excavation area is being considered in order to remove the potential for
highly impacted soil immediately below the water table. Condor is currently evaluating various
dewatering techniques and considering the benefits of dewatering concurrent with excavation operations
versus in-situ remediation through ozone sparging after excavation and backfill operations have been
completed. Options for dewatering of the proposed excavation area include:
M ➢ The installation of dewatering wells around the periphery of the excavation. The dewatering well
boring/s will be drilled to a depth of approximately 50 to 70 feet bgs.
✓ ➢ The installation of dewatering wells within the excavation which will be removed as necessary
during excavation.
➢ Active pumping of groundwater via the construction and operation of dewatering sumps during
excavation.
r Dewatering effluent will be pumped into one to three 20,000-gallon Baker Tanks and treated on-site via
a carbon filtration. The effluent will be sampled after remediation and analyzed for petroleum hydrocarbon
constituents prior to discharge under permit to the city sanitary sewer, or transported for off-site disposal
if necessary.
460 Prior to the commencement of fieldwork, a tailgate safety meeting will be held and a site specific Health
and Safety PIan will be discussed with, and presented to, all field personnel for their signatures. All
drilling activities will be performed under the supervision of a Condor geologist in accordance with the
provisions of the SJCEHD and City of Stockton permits.
The dewatering effluent will be analyzed for constituents by methods dictated by the Municipal Utilities
L' Division pursuant to disposal. Samples will be delivered under chain-of-custody procedures to a state
certified laboratory for analyses. Condor is currently evaluating the benefit of an on-site mobile
laboratory for rapid processing of the samples.
L
L
1 j
La CONDOR
