Airport Way
Stockton, CA. 95206
San Joaquin County Environmental Health Department (SJCEHD) has reviewed
Preliminary Assessment/Site Investigation Update Report dated September 8,
2005 as submitted by your consultant, Versar Inc. and has the following
comments.
This report summarizes the finings of work performed at the Stockton California
Army National Guard Complex in Stockton, California (Site) in May 2000.
The Site includes three (3) areas of investigative concerns, two of which had
unauthorized releases of petroleum from underground storage tanks (UST).
These areas, OMS and AAFS, have had the USTs removed and EHD placed the
sites in the Local Oversight Program (LOP), a contract program with the State
Water Resources Control Board (SWRCB). EHD has provided oversight of the
required investigation to define the extent of the unauthorized release from the
USTs to date.
The investigation at both of these UST areas is incomplete and not proceeding
as required by EHD. The request for No Further Action at these UST sites is
denied. In discussion with the Central Valley Region Water Quality Control
Board (CVRWQCB), it has been determined that the UST investigations would
be added to the ongoing CVRWQCB investigations (SLIC & DOD) at the Site.
This notice is to advise you that EHD will no longer be the regulatory lead agency
for the UST areas. EHD will be the local agency for processing and issuing
boring/well permits as determined by the lead regulatory agency, the
CVRWQCB.
