I
• • •
A A S6111NC.
August 21, 2002
San Joaquin County
Public Health Services
Environmental Health Division
304 East Weber Avenue, Third Floor
Stockton, California 95202
li
Attention: Mr. Michael J. Infurna Jr.
Senior REHS, LOP/Site Mitigation Unit IV
Subject: Work Plan to Complete Closure Requirements for Former Underground
Storage Tanks, Stockton Army Aviation Support Facility
2000 Stimson Road, Stockton, California
Site Code: 1732, RO#: 000052
Dear Mr. Infurna:
Versar, Inc. has prepared this work plan to address the requirements of the San Joaquin County
Public Health Services, Environmental Health Department (PHS-EHD) in soliciting closure of
the subject underground storage tank (UST) case. This work plan has been prepared on behalf of
the California Army National Guard (LANG), Army Aviation Support Facility (AASF);
management of this work is being performed for the CARNG by the Army Corps of Engineers;
Sacramento Division (Army COE). The requirements of the PHS-EHD were presented to the
CANG in a letter dated August 03, 2000, and were subsequently amended in April 2002. The
location of the fueling area at the AASF at 2000 Stimson Road (Site) is shown in Figure 1, Site
Vicinity Map.
BACKGROUND
Two 20,000-gallon UST's containing jet fuel were removed from the AASF fueling area in May
1998. Three soil samples per UST were collected beneath the two underlying concrete hold
down slabs. Soil sample S=6 contained 0.31 milligrams per kilogram (mg/kg) benzene, 0.91
a mg/kg toluene, 2.76 mg/kg ethylbenzene, 17..33 mg/kg total xylene isomers, and 184 mg/kg total
' petroleum hydrocarbons as jet fuel (TPH j); TPH as kerosene was not detected. The remaining
five soil samples did not contain detected concentrations of petroleum and aromatic
hydrocarbons. During the UST removal soil staining was observed in the southeast corner of the
excavation. The area of impacted soil appeared to be limited, and the UST excavation was
{ backfilled. The location of the former USTs and layout of the AASF fueling area is shown in
Figure 2 .
• SACRAMENTO AREA OFFICE •
7844 MADISON AVENUE, SUITE 167 • FAIR OAKS, CA 95628• TELEPHONE (916) 962-1612 FAX(916)962-2678
