RO# :000052 <br /> Stockton, CA.,95206 <br /> San Joaquin County Public Health Services,Environmental Health Division (PHS-EHD) <br /> has recently reviewed the "Preliminary Assessment/Site Investigation Report dated <br /> May 26, 2000 as submitted by Versar,Inc. on June 12, 2000 and has the following <br /> comments. <br /> Although,this phase of investigation was required by the Central Valley Regional Water <br /> Quality Control Board (CVRWQB) and submitted to PHS-EHD as a courtesy,comments <br /> contained in Section 6.1,paragraph 2 (AASF-UST) are under the jurisdiction of PHS-EHD. <br /> Comments included in this section suggest that the underground storage tanks (UST) <br /> investigation is complete and that"case closure" (No Further Action) is recommended. <br /> Prior to your consultant submitting this request,PHS-EHD offers the following comments <br /> for your review. <br /> On May 27, 1998 UST# 4 &5 were removed under permit issued by PHS-EHD. The <br /> UST's each were tied down to a thick concrete slab and PHS-EHD required either the slabs <br /> be removed so the soil underneath could be sampled or`bored'through so that soil samples <br /> maybe obtained, as required by UST regulations. <br /> Heavy rains during this time prevented four(4) of the required six (6) soil samples from <br /> being collected and the site activities were cancelled for that day. In phone conversations <br /> with your consultant later, PHS-EHD was advised that the UST pit was to be backfilled <br /> without the remaining soil samples being collected. PHS-EHD advised Mr.Jain,the <br /> government adviser at that time,that this requirement must be fulfilled prior to evaluating <br /> any closure requests. <br /> In addition,dark petroleum stained soils with strong petroleum odors were noted around the <br /> concrete slab in the most south-east comer of the UST pit. Your consultant was advised <br /> that the lateral and vertical extent of this contamination was to be delineated in an additional <br /> investigation proposal that the responsible party was to submit to PHS-EHD. <br /> UST site closure will not occur without the UST removal soil sampling requirements being <br /> performed. Additionally,further investigation in the southeast corner of the UST pit was <br /> required in 1998 and the work plan to initiate this work is overdue. <br /> A Division of San Joaquin County Health Care Services <br />
