This proposal was
developed after discussions with Ms. Mary Meays of the San Joaquin Public Health Services
Department Environmental Health Division (SJCEHD), using Kleinfelder's current
understanding of the site conditions, and is a preliminary understanding of the SJCEHD's
desires and requirements. We prepared this proposal based on information usually requested
in a workplan by the SJCEHD.
Kleinfelder is committed to providing a high level of service to its clients, commensurate with
their wants and needs. If a portion of this proposal does not meet the needs of the client, or
if those needs have changed, Kleinfelder stands ready to consider appropriate modifications,
subject to the standards of care to which we adhere as professionals. Modifications such as
changes in scope, methodology, scheduling, and contract terms and conditions may result in
changes to the risks assumed by the client, as well as adjustments to our fees. We look
forward to the opportunity to serve you.
BACKGROUND
The site is located at 134 South Sutter Street in a commercial area of Stockton, California.
Tank number 4 was uncovered during excavation activities with new construction at the site.
The location of the underground storage tank is shown on Plate 2, Sample Location Map.
As the original contents of the tank were unknown and a residual liquid was found in the
tank, a sample of the liquid was obtained by a Kleinfelder geologist on February 10, 1989.
The analytical results indicated that the liquid sample was 46 percent diesel by weight. The
rest of the sample was composed primarily of water. Refer to Kleinfelder project report
dated February 17, 1989, for results of the liquid sample.
On February 23, 1989, the tank was emptied of its contents and removed from the
excavation. Backfill material and a small amount of stained soil were scraped from the
bottom of the excavation with a backhoe. Approximately 2 feet below each end of the tank
ETH:and 14194
Copyright 1994 Kleinfelder, Inc. Page 1 of S
