r <br /> KLEIN FELDER <br /> File No. 20-1147-56.E01 <br /> September 19, 1994 <br /> REVISED PROPOSAL <br /> LIMITED SOIL ASSESSMENT <br /> CITY OF STOCKTON MARKET STREET <br /> PARKING STRUCTURE <br /> 134 SOUTH SUTTER STREET <br /> STOCKTON, CALIFORNIA <br /> INTRODUCTION <br /> Kleinfelder is pleased to present this revised proposal to the City of Stockton. This revised <br /> proposal was developed after discussions with Ms. Mary Meays of the San Joaquin Public <br /> Health Services Department Environmental Health Division (SJCEHD), using Kleinfelder's <br /> current understanding of the site conditions, and is a preliminary understanding of the <br /> SJCEHD's desires and requirements. We prepared this revised proposal based on <br /> information usually requested in a workplan by the SJCEHD. <br /> Kleinfelder is committed to providing a high level of service to its clients, commensurate with <br /> their wants and needs. If a portion of this proposal does not meet the needs of the client, or <br /> if those needs have changed, Kleinfelder stands ready to consider appropriate modifications, <br /> subject to the standards of care to which we adhere as professionals. Modifications such as <br /> changes in scope, methodology, scheduling, and contract terms and conditions may result in <br /> changes to the risks assumed by the client, as well as adjustments to our fees. We look <br /> forward to the opportunity to serve you. <br /> BACKGROUND <br /> The site is located at 134 South Sutter Street in a commercial area of Stockton, California. <br /> Tank number 4 was uncovered during excavation activities with new construction at the site. <br /> The location of the underground storage tank (UST) is shown on Plate 2. As the original <br /> contents of the tank were unknown and a residual liquid was found in the tank, a sample of <br /> the liquid was obtained by a Kleinfelder geologist on February 10, 1989. The analytical <br /> results indicated that the liquid sample was 46 percent diesel by weight. The rest of the <br /> sample was composed primarily of water. Refer to Kleinfelder project report dated February <br /> 17, 1989, for results of the liquid sample. <br /> On February 23, 1989, the tank was emptied of its contents and removed from the <br /> excavation. Backfill material and a small amount of stained soil were scraped from the bottom <br /> of the excavation with a backhoe.
