Every Californian needs to take immediate action to redtlee, energy consumpuon.
For a list of simple ways you can reduce demand and cut your energy costs, see our website at www.swrcb.ca.gov.
May 5, 2003 MAY 1 2 2003
Sutter Office Center E=NVIRONMENT HEALTH
242 Sutter St N PERMIT/SERVICES
Stockton, CA 95202
UNDERGROUND STORAGE TANK CLEANUP FUND (FUND), FINAL REQUEST FOR
FURTHER DOCUMENTATION DURING INITIAL REVIEW: CLAIM NUMBER 017618; FOR SITE
ADDRESS: 242 SUTTER ST N, STOCKTON
We are in receipt of the documents you submitted in response to the Fund's request for further
documentation letter dated March 17, 2003. However, you did not address all of the issues in that letter.
We find that the following additional information is needed to determine your eligibility for placement on
the Priority List:
• Submit a map drawn to scale that shows all underground storage tank locations, a north arrow and
distances relative to the nearest public road (include the four USTs abandoned in place in the 1960s
and the four USTs removed in 1980). Were there any removal reports for these USTs? Provide a
copy.
• Copy of the first letter from the local regulatory agency directing you to cleanup the contamination
at the subject site. We received the letter from the San Joaquin County Health Services dated
February 27, 1997 (with the attached Notice of Responsibility dated February 26, 1997). Please
submit a copy of the first letter where you are directed to initiate cleanup of contamination at the site.
• On page two(2)you have listed four USTs that were removed in 1980. Please note that claimant will
not be eligible for any costs associated with the cleanup of any release from these USTs(if there was
a release associated with these USTs)because claimant never owned or operated them. Claimant
didn't acquire site until 11/92. Please clarify.
However, you have also indicated that four USTs were filled with sand and abandoned in place in the
late 1960's at this site. If these USTs were still in the ground when you as the claimant acquired the
site, then you might be an eligible claimant for any costs associated with these USTs (if there was a
release related to these USTs). Provide some form of evidence as to the existence of the four USTs
that were abandoned in place in the late 1960's (i.e. tank integrity tests, monitoring tests, inventory
reconciliation or tank gauging, etc.). Also, claimant will be required to provide evidence that the
release for the subject claim is associated with these USTs and not the ones removed in 1980. If you
are requesting cleanup for these USTs, then revise page two to show these USTs instead of the USTs
removed in 1980.
Please clarify which USTs you are requesting cleanup costs for.
NOTE: Claimant must address all issues listed above. Failure to respond to this request within thirty
(30)calendar days from the date of this letter may result in an ineligibility determination of your claim.
California En viroRnmBtal Protection Agenc y
Za Req clod f'ap,
