Sutter Street, Stockton, CA.
Dear Lori,
Hydro-Geo Consultants, Inc. sent an application and permit fee for the three geoprobes,
two on-site and one offsite, to the San Joaquin County Environmental Health Department
on January 16, 2002. At that time we notified the Environmental Health Department that
we were going to install the probes on January 31, 2002. We also sent an application and
permit fee for an encroachment permit to the City of Stockton at the same time. On
January 24, 2002 you telephoned and said that you could not issue the permit until we
had obtained a permit from the City of Stockton for the offsite probe. We contacted the
City and were issued the permit on January 30, 2000, we asked them to notify the County
Health Department that we had the necessary permit; apparently, this was not done. We
though that everything was approved and we had a permit to proceed with the scheduled
work on January 31, 2002, because all of the necessary information for the two on-site
probes had been submitted on January 16 and we had obtained the necessary City permit
for the offsite probe on January 30.
We very much regret this misunderstanding and assume total responsibility for telling
Vironex, Inc., the drilling contractor, that we had a permit. Vironex's work is highly
professional and they take great care in following procedures to prevent any
contamination of the aquifer by immediately sealing the probes with neat cement and
cleaning up the site at the completion of their work.
