This work was done as part of a site investigation conducted by Hydro-Geo <br /> Consultants, Inc. and overseen by Mr. John T. O'Rourke. Two of the borings were advanced on- <br /> site; one was advanced across the street in the City of Stockton right-of-way. <br /> This letter is to notify you that this work was performed without obtaining drilling permits from San <br /> Joaquin County and without County oversight or inspection. This is in violation of San Joaquin <br /> County Ordinance Code Sections 9-1115.3 and 9-1115.6, which require obtaining a permit from <br /> SJC/EHD prior to probing and authorized the adoption of well standards. The county well <br /> standards require inspections be made of all drilling work. <br /> Prior to the performance of the work, Mr. O'Rourke submitted one permit application for the <br /> proposed work, and a check in the amount of$178.00, which is the fee that would be required for <br /> two permit applications. Mr. O'Rourke was informed by SJC/EHD that another permit application <br /> would be required, for the off-site boring, as well as a copy of the encroachment permit issued by <br /> the City of Stockton for the work done in their right-of-way. Mr. O'Rourke was also informed that <br /> the county permit would not be issued until the copy of the City of Stockton permit was received <br /> by SJC/EHD. <br /> Pursuant to San Joaquin County Resolution 90-572 the permit fees for this job will be doubled. A <br /> second permit application and fee of$178.00 must be submitted to SJC/EHD immediately. <br /> This is the second time that Vironex, Inc. has been in violation of the San Joaquin County <br /> Ordinance requiring drilling permits be obtained by licensed C-57 drilling contractors. A meeting <br /> has been scheduled at this office to discuss why Vironex, Inc. should not be referred to the San <br /> Joaquin County District Attorneys office for enforcement action. The meeting is scheduled for <br /> March 7, 2002 at 10:00 AM in the office of SJC/EHD, 304 E.
