Sutter Street SITE CODE: 9327
Stockton CA 95202
APN 139-250-05
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has
reviewed the "Tentative Work Plan, Evaluation of Potential Groundwater Contamination" dated
December 29, 1999 that was prepared by Hydro-Geo Consultants, Inc. on behalf of the above
referenced site and has the following comments.
The work plan proposes to install six direct-push soil borings to collect soil and groundwater
samples for analysis. The purpose of this work is to evaluate the possibility that this site is a
source of the groundwater contamination that has been evidenced in Unocal's monitoring well U-7,
which is located on the south side of Miner Ave. near the corner of California Street. Historical
records indicate that there are two potential former tank farms at the subject site, though their exact
locations are unknown. Proposed boring locations are intended to cover the potential up-gradient
and down-gradient areas of the site. Shallow soil samples need to be collected, as they should
provide information on whether or not the tanks at this site ever leaked. The proposed depth of the
borings is 35-feet bsg, or until groundwater is encountered. Grab groundwater samples will be
collected by appropriate methods from each boring. The work plan proposes that all samples will
be analyzed for total petroleum hydrocarbons as gas (TPHg) and TPH as diesel by EPA Method
8015, benzene, toluene ethylbenzene and xylene (BTEX) and methyl tertiary butyl ether (MTBE) by
EPA Method 8020, and for total lead by EPA Method 7420. PHS/EHD requests that samples also
be analyzed for all oxygenates by EPA Method 8260. The boreholes will be destroyed by
backfilling with neat cement grout applied through a tremmie pipe.
PHS/EHD approves the work plan with the conditions that both soil and water samples are
collected, and that analysis is done for the above listed constituents. Please proceed with the
submittal of a well permit application and required $89.00 fee. Forty-eight hours notice to
PHS/EHD is required prior to performing fieldwork. If you have any questions or comments or wish
to schedule fieldwork please call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Lori Duncan, Senior REHS MargaAagorio, REHS
LOP/Site Mitigation Unit IV Supervisor, Unit IV
cc: Marty Hartzell, CVRWQCB
John T.
