BBL
BLASU1ND,BOUCN&IEE.INC.
VVEOD
JUL 212006 0
ENVIRONMEN
PE,Rlo SERV/CESTH
Transmitted via Federal Express
July 26,2006
Ms. Lori Duncan
Senior REHS
San Joaquin County Environmental Health Department
304 East Weber Avenue, Third Floor
Stockton,CA 95202-2708
Re: Work Plan for Additional Site Assessment near MW-1
Former Chevron Service Station 9-8227
San Joaquin County Environmental Health Department Site Code: 9327
242 North Sutter Street
Stockton,California
BBL Project#: 45145
Dear Ms. Duncan:
Blasland, Bouck & Lee, Inc., an ARCADIS company (BBL), on behalf of Chevron Environmental
Management Company (Chevron), presents this work plan for additional site assessment activities (Work
Plan) for the above-referenced site, based on a review of available site-related documents. The objectives
of the proposed site investigative activities are to confirm the presence of four 550-gallon underground
-' storage tanks (USTs) reportedly abandoned in place and delineate petroleum hydrocarbons in soil and
groundwater near monitoring well MW-l. This Work Plan has been prepared in response to a letter from
the San Joaquin County Environmental Health Department (SJCEHD), dated May 25, 2006 (included as
Attachment 1), regarding the results of on-site investigations performed on behalf of the Sutter Office
Center. As previously discussed with the SJCEHD, Chevron is providing this work plan to obtain data to
further delineate impacts and confirm the presence of USTs at the site prior to developing a feasibility
study for the remediation of soil and groundwater. On June 23, 2006, Margaret Lagorio (SJCEHD)
agreed to postpone the feasibility study until Chevron could further assess conditions at the site.
SITE DESCRIPTION
The Site is located on the southwest corner of the intersection of East Miner Avenue and California Street
in a commercial area in central Stockton. Sutter Office Center(SOC)currently owns the property located
.. at 242 North Sutter Street (formerly 334 to 448 East Miner Avenue). One multi-story office building is
situated on the western side of the property. The remaining portions of the property include paved
parking.
J:\D0006\9-8227_00261022_2006 Work Plan doc
2033 North Main Street.•Suite 340•Walnut Creek,CA 94596•Duns#14-848-7635
Tel(925)274-1100•Fax(925)274-1103•www.bbl-inc.com•Offices Nationwide
