This letter is to confirm that EHD was <br /> the oversight agency and did approve of the excavation performed. <br /> Wallace Kuhl submitted a work plan for excavation dated May 23, 1991, and EHD approved the <br /> excavation of approximately 800 cubic yards of soil in a letter dated June 18, 1991. At this time, <br /> excavation of total petroleum hydrocarbon contaminated soil was considered the best available <br /> technology to remediate the contaminated soil that posed a threat to groundwater. <br /> EHD staff was aware of and approved of the continued excavation of contaminated soil beyond <br /> what was initially approved again because this was considered the best technology for <br /> remediation. <br /> The remediation was considered successful in protecting ground and a ground water <br /> investigation indicated limited impact to the groundwater so EHD was able to provide closure to <br /> this site in August 1997 since a continued threat to groundwater no longer existed. <br /> EHD supports your request for reimbursement of your corrective action costs from the Cleanup <br /> Fund. There are other UST sites that had extensive soil contamination in this area of Stockton <br /> that also used excavation of contaminated soil as their remedial alternative.
