Box 388 <br /> Stockton, Ca. 95201-0388 E <br /> RE:, i 443 Sycamore; Avenue, Manteca; Californian"' <br /> Carl Bennett/Joseph Pugliese/Marie Carroll <br /> Dear Mr. Knoll: <br /> Pursuant to our telephone conversation of December 29, 1995, this correspondence shall update <br /> San Joaquin County Public Health Services ("the County") regarding our schedule for <br /> completing the site characterization for the residential site located at 443 Sycamore Avenue, <br /> Manteca, California ("the Site"). <br /> As a matter of background, our office was retained by Mr. Carl Bennett (now deceased) and his <br /> T daughter, Lois-Freer�for-the purpose-of addressing and complying with-State and County �-`-- `�--- <br /> directives arising from the detection of total petroleum hydrocarbons as gasoline (TPHg), <br /> toluene, ethylbenzene and total xylenes at maximum concentrations beneath the former UST <br /> located on the southern portion of the Site. In a nutshell, the potential environmental impact <br /> issues at this site are fairly straight forward. What needs to be done is to provide an initial <br /> evaluation of the lateral and vertical extent of:the petroleum hydrocarbons in the soil beneath the <br /> former UST and to determine if there is any groundwater impact at the Site resulting from the <br /> releases from the former UST. However, due to a property transaction which occurred before <br /> the detection of petroleum hydrocarbons at the Site, the current occupant and mortgagee at the <br /> property has caused a series of delays necessitating the County's and the Tank Fund's patience <br /> in the completion of the characterization for the Site. Throughout these delays, our office has <br /> attempted to keep both the Underground Storage Tank-Cleanup Fund ("Tank Fund") and the <br /> County abreast of some of the problems. <br />
