O. Box 388
445 North San Joaquin Street
Stockton, California 95201-0388
Re: Use of Excavated Soil as Backfill at the Tosco Northwest Company Station No.
11194, 2375 North Tracy Boulevard, Tracy, California
Dear lair. Knoll:
At the request of Tosco Northwest Company (Tosco), EMCON is requesting permission
to place soil generated during fuel dispenser and product line replacement activities
(currently stockpiled onsite) back into the trenches at the Tosco Station No. 11194 located
at 2375 North Tracy Boulevard, Tracy, California.
Between June 3 and June 7, 1995, Paradiso Construction, under the direction of Tosco,
excavated approximately 35 cubic yards of soil during the replacement of product lines and
four fuel dispensers at the site. EMCON collected soil samples from beneath the former
fuel dispensers (Dsp-I through Dsp-4) and product lines (L-1 and L-2) on June 6, 1995 to
document the condition of soils in these areas. In addition, EMCON collected one four-
point composite soil sample from the stockpiled soil (SP1).
The soil samples were submitted to a state certified analytical laboratory. Soil samples
Dsp-I through Dsp-4 and L-1 and L-2 were analyzed for total petroleum hydrocarbons as
gasoline (TPH-G), total petroleum hydrocarbons as diesel (TPH-D) and benzene, toluene,
ethylbenzene, and xylenes (BTEX). Soil sample SPI was analyzed for TPH-G, TPH-D,
BTEX. and total lead.
The certified analytical reports are included as attachment A. The results indicate that
TPH-G was detected at concentrations ranging from non-detect to 12,000 milligrams per
kilogram (mg/kg), TPH-D was detected at concentrations ranging from non-detect to
1,560 mg/kg and BTEX constituents were detected at concentrations ranging from non-
detect to 120 mg/kg. The stockpile composite soil sample contained TPH-G and TPH-D
5AC\H:1«Z N-WORDITRACY2.DOC-951brd:1
