S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> 2 MECHANICS AUTO REPAIR 24584 MACARTHUR DR,TRACY May 22, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION: The business operator could not provide hazardous waste disposal records for used paper oil <br /> filters from 1-1-2018 to 5-22-2020. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br /> waste was accepted by the initial transporter. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years 1-1-18 to 5-22-2020 for used <br /> paper oil filters. Provide these records and a corrective action statement to the EHD within 30 days. <br /> This is a Class II violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: The following were observed in the hazardous waste storage area: <br /> -Rags soiled with used oil observed accumulating on top of one 300 gallon used oil tote. Operator picked up soiled <br /> rags and placed into soiled rags bin. Corrected on site. <br /> -Rags soiled with used oil observed accumulating on floor near one 300 gallon used oil tote. Operator picked up <br /> soiled rags and placed into soiled rags bin. Corrected on site. <br /> -Absorbent observed accumulating on floor near 300 gallon used oil tote. <br /> -Metal fines observed accumulating on to one brake lathe machine located next to hazardous waste storage area. <br /> Operator swept all metal fines and transferred them to one 10 gallon container with metal fines. Corrected on site. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean-up soiled rags and absorbent and manage the waste according to Title <br /> 22 California Code of Regulations for hazardous waste.
