Several previous monitoring reports state that the
reported groundwater flow direction may not be an accurate representation of the true groundwater flow
direction beneath the site, because water levels in wells MW-2 and MW-3 are influenced by their close
proximity to nearby ponds. If the monitoring well network is not providing an accurate definition of
groundwater flow direction, there is no way to compare downgradient versus background conditions,
which is necessary in order to determine if degradation has occurred. Therefore, the monitoring network
is inadequate, and Canandaigua Wine Company must install additional groundwater monitoring wells.
By 25 November 2003, Canandaigua Wine Company shall submit the name of the California Registered
Professional that will prepare the report described below.
By 25 January 2004, Canandaigua Wine Company shall submit a Groundwater Monitoring Well
Installation Workplan that describes an expanded monitoring network at the Turner Road Vintners site.
The workplan shall be prepared by a California Registered Engineer or Registered Geologist and shall
comply with the enclosed document,Items to be Included in a Monitoring Well Installation Workplan
and a Monitoring Well Installation Report of Results. In addition, the workplan shall include a brief
description of the activities at the East Facility. If those activities include the discharge of wastewater to
land, then the workplan shall also propose the installation of groundwater monitoring wells at that site.
If you have any que'sttiionns, please contact Tim O'Brien at (916) 255-3116.
WE"
ELS;ChJief
Waste Discharge to Land Unit
Enc: Items to be Included in a Monitoring Well Installation Workplan
cc: Mike Huggins, San Joaquin County Environmental Health Department, Stockton
California Environmental Protection Agency
Cti Recycled Paper
The energy challenge facing California is real.
