WHF is responding to the comments in the same order <br /> that they were made: <br /> 1. Analytical results were sent to your office on the "piping sample" by SEMCO, <br /> not by WHF. Semco removed the pipes and California Water Labs obtained the <br /> samples. SEMCO tells us they forwarded the results. We have included another set of <br /> test results for your files with a diagram showing where the samples were taken. <br /> 2. We agree that tank #4 had leaked, some soils were discolored and odors were <br /> present. The sample taken was witnessed by Carol Oz, of the tank removal section for <br /> San Joaquin County. The sample was taken right at quitting time for Ms. Oz and, at the <br /> time, she stated that she would not stay overtime, as she had an appointment. We <br /> removed the contaminated soils, at that time, around the tank area. The soils were <br /> stockpiled and later added to the spoils pile excavated from the tank #3 location. Since <br /> Union Ice no longer owns the property and, additionally, the sample taken shows "none <br /> detected" for all of the parameters tested, we see no reasonable reason to go in an re- <br /> excavate the area where tank #4 once was. The volumne of soils removed from the <br /> tank area was one to two yards. <br /> 3. The contaminated soils, at the tank #3 location, have been removed with the <br /> exception of a very small area beneath the power pole to the north of the excavation. A <br /> small pocket of discolored soil extended in a band from six feet below the surface to <br /> eight feet below the surface in the direction of the power pole. We believe that less <br /> than one yard of soil was left, in place, and this was done so as not to knock the pole <br /> down. The small amount of contamination found at the bottom of the excavation does <br /> fail the Luft Criteria for leaching potential. We have enclosed a work plan for a single <br />
