Voice 209 468-0337 Fax 209-468-3433 San Joaquin County
Environmental Health
Fcoix
To: John Farr From: Mary Meays, Senior REHS
Fax: (916) 351-9357 Pages: 1
cf{
Phone: (916) 351-9327 '13z7 Date: August 7, 1997
Re: 425 North Union, Stockton CC: Laurie Berger - Fax: (408) 993-1335
• Comments:
I have reviewed the "Work Plan for Sampling and Disposal of Drummed Water and Soil Stored
at the Former Union Ice Facility" dated June 9, 1997. Thirty-nine drums of waste soil and
waste water are currently stored on site.
The waste water drums will be combined and representative samples will be collected in 40
milliliter vials and 1 liter amber jars for analysis to verify that the contents meet the criteria of
the City of Stockton Department of Municipal Utilities for discharge into the sanitary sewer
system. The water samples which will be collected will be laboratory composited 2:1. If this
will meet the testing requirements of the City of Stockton, the water sampling as proposed is
approved.
The waste soil drums are proposed to be characterized by selecting twelve drums randomly
to collect samples that will be stored in clean 4 ounce wide mouth glass jars. The samples
v4H-"collected will be laboratory composited 4:1. Soil samples should be collected from
each distinct waste unit, in this case each drum. Generally, soil samples are collected in
brass sleeves rather than wide mouth glass jars. When sampling soil, attempts are made to
collect the most undisturbed soil samples as possible. Please collect soil samples using brass
sleeves. Also, the work plan indicated that the soil will be disposed of at Forward Landfill.
Please verify their characterization requirements, as soil results obtained from samples
collected during drilling may sometimes be used for characterization purposes.
Furthermore, depending how the soil is proposed for transport to the landfill, it may be less
expensive to combine the soil first and then sample the stockpiled soil.
Please contact the State Water Resources Control Board to obtain pre-approval for the costs
included with the work plan for work to be completed by Farr Associates and ICF Kaiser.
If I can provide any further direction, please do not hesitate to contact me.
