PHS/EHD has the following comments for your
response.
The report included the results of soil gas, soil, and groundwater sampling. Soil and soil gas samples
were collected on September 9 and 10, 1996. The results of the sampling indicated residual
contamination in the area of former tank#3 of soil gas vapors up to 10,570 ppmV (SVS) at 42 feet below
ground surface (bgs). The analytical results for the soil sample collected at 45 feet bgs from the area of
SV5 did not document the same level of contamination as only 10 ppm TPH-kerosene was detected.
The results of the August 9, 1996 and March 6, 1997 groundwater sampling events continued to evidence
low levels of TPH contamination; however, 38 ppb benzene was once again detected in the sample
collected on August 9, 1996 from MW2 located in the vicinity of former tank#3. While certainly natural
attenuation of the remaining groundwater pollution is occurring, the reported concentrations do not
appear to be reducing, since benzene concentrations have previously ranged from <.5 ppb (July 7, 1993)
to 50 ppb (February 1, 1995) to <.5 ppb (July 27, 1995). No groundwater samples were collected between
October 31, 1995 and August 9, 1996 when again benzene was detected. Also, it should be noted that
with the exception of monitoring well, MW1, the monitoring wells are screened between 79 and 59 feet
bgs. and the most recent groundwater depth (verbal from J.Farr)was approximately 43 feet bgs. Current
thought is that groundwater samples obtained from wells with submerged screens are diluted. Additional
groundwater sample results will be necessary to confirm the most recent results. Please notify PHS/EHD
at least 48 hours prior to the next quarterly sampling event.
The report included the conclusion that a closure report be prepared according to Appendix B of the Tri-
Regional Guidelines. The closure plan should include the results of the next groundwater sampling event
and should evaluate the potential threat which the remaining soil contamination may pose to groundwater
quality.
If you have any questions, please contact me at (209) 468-0337.
Donna Heran, RENS, Director
Environmental Health Division
nZ
Mary Meays, Senior EHS rgarer agorto, RENS
Site Mitigation Unit Supervisor
c: Elizabeth Thayer, CVRWQCB c: Jeff Lawson, Esq.
C Lee Hansen, Arctic Ice c: Dennis Green, Esq.,.
c: ,John Farr, Farr Associates
A Division of San Joaquin County Health Care Services
