Revisions to the Soil Disposal Workplan For
Soil Stockpiled at.1.320 West Weber'Street -' Former Union'Ice Facility
425 North.Union Street, Stockton California - Site Code 241434
Dear.Ms. Meays:
4
On behalf of the Union.lce Limited Partnership.,:We hereby propose to modify our previously
_submitted Revised,Soil Remediation Workplan dated January 11, 1996.. Our revised soil
removal ,plans for the.subject site are submitted:in response to our discussions with you and
"George Lockwood of the-Tank Fund. We-now propose to dispose of only the soil hotspot
(i.e., the soil proposed for remediation,in.our original workplan dated December 22; 1995 with
TPH-d detected at 5,500 mg/kg and TPH-o detected at 1.1,000 .mg/kg). We believe this
proposed limited soil removal-action will be protective of public health, safety, the
environment, and 'beneficial water uses.
By disposing of only the'hotspot, the mean T:PH-d concentration of the soil stockpile is
lowered to only about 49 mg/kg (n=19.samples), down from a mean of 322 mg/kg (n=20
samples) if the hotspot'were left -at the site. The 49 mg/kg mean concentration is well:below
the unofficial 100 mg/kg of:TPH-d criteria from the leaching potential analysis (LUFT, 1989).
Please feel free to contact either of the undersigned with any questions or comments
regarding this revision.
Sincerely, .
John M.
