ICF Kaiser prepared a soil <br /> remediation workpkib dated December 22, 1995 for the disposal of approximately ;150 <br /> cubic yards of hydrocarbon-,affected sails. The workplan was prepared in response to a <br /> request from the San Joaquin County Public Health Services Environmental Heath <br /> Division (PHS/FHD) in a letter dated November 22, 1995. The sail volume in the <br /> December 1915 workplan was based upon proposed cleanup level Of 200 mg/kg for ! <br /> • 4 <br /> total petroleun-i hydrocarbons as diesel. P11S/litil).respnnded in a letter dated <br /> December 29, 1995, that a 200 mg/kg cluaniip level wot'ild not be. approved but that a <br /> 100 jnglkg clean up level would. ' This revised workpli-M presents the methods that.will be <br /> used to retnediate the stockpiled soil to the:. following soil cleanup goals: <br /> Total petroleum hydrocairbons as oil (TPH=o) at 1,000 mg/kg; and <br /> • TPH as diesel ( TH-d) at.100 rng/k ;. <br /> ICF Kaiser feels these sail ckariup:g`iials will he sufficiently protective of the <br /> waters of the state and will not posc a sIgni,fic arlt toxicological threat to humans or the <br /> environment. These goads are in line with the screening-level cleanup goads that would <br /> he obtained f011owing a leaching potentialanalysis, its presented in the LeakiDg <br /> Underground Fuel Tank I=ield Manual (State of California, 1999). <br /> 2.0 BACKGROUND <br /> ICF Kaiser sampled a sail stockpile <br /> at the Uiiian Ice 1-acility located at '132(/ West <br /> Weber Street in Stockton,.
