Enclosed <br /> please find the ICF Raiser workplan for rem" of that soil along with your approval <br /> of the workplan. Also enclosed is a letter from George Lockwood dated January 12, 1996, <br /> denying pre-approval for the ICF workplan. <br /> A preliminary issue exists between 'Union Ice and the Cleanup Fund in regard to <br /> whether this constitutes double reimbursement. We will be addressing that issue directly t <br /> with the Cleanup Fund. A second issue is tl►at the Fund is reluctant to pay for cleanup of <br /> the soils on the basis that they appear to be"low risk."
