PHS/EHD has the following comments for your consideration.
PHS/EHD agrees that re-excavation of the contamination associated with the former tank #4 is appropriate.
Soil boring B1, drilled January 13, 1992, encountered contamination at 20 feet of 380 ppm TPH-diesel.
Toluene contamination,80 ppb,was also documented at 35 feet, the termination of B1. Please submit a work
plan for the proposed re-excavation within the next quarterly report due August 14, 1992. Residual
contamination remaining at the conclusion of the re-excavation attempt, will require additional remediation.
The investigation of the residual contamination associated with the former tank #3 occurred with the
installation of MW1 on January 21, 1992. Toluene contamination, 80 ppb, was documented at 55 feet, the
termination of MW1. Although, the initial groundwater sample did not detect contamination, because there
is only one monitoring well on site, the groundwater gradient cannot be determined. It is necessary to install
two additional monitoring wells in order to verify site specific conditions and thus conclusively evaluate
groundwater conditions. Please initiate quarterly monitoring of MW1 for further evaluation of residual
contamination. Please be informed that PHS/EHD has discussed the pumping rate used for sampling, with
WHF Environmental. Future pumping rates, for sampling, will be reduced to 100 mis/min._ Additionally,
please note that PHS/EHD was on site March 11, 1992 to witness the sampling of MWL Purging of this well
had not been accomplished when PHS/EHD left the site. PHS/EHD was not informed of the March 13, 1992
sampling event.
Please note that PHS/EHD inspections of sampling events are an important aspect of local regulatory
oversight. Schedule the next sampling event by June 30, 1992. Within the next quarterly report, due August
14, 1992, also include an estimate of residual contamination associated with the former tank #3.
If you have any questions, please contact Mary Meays, RENS, of my staff at (209)468-0337.
Jogi Khanna, M. , M.P.H.
Health r -
Laurie A.
