(ICF Kaiser) has prepared this Work Plan <br /> for <br /> activities proposed at the former Union Ice facility at 425 North Union Street and the curre <br /> Union Ice facility at 1320 West Weber Street, in Stockton California. Remediated soil nt <br /> that <br /> originated at 425 North Union Street and now resides at 1320 West Weber Street will <br /> be <br /> sampled and analyzed to confirm that remediation is complete. Also, development and u <br /> water at 425 North Union Street will be sampled and analyzed to allow for proper disposal <br /> the water. This Work Plan presents a brief summary of previous soil <br /> sampling and remediation activities. A detailed description of the previous activities is <br /> included in the Soil and Groundwater Investigation Report (ICF Kaiser, 1994 . <br /> 2.0 SITE BACKGROUND ) <br /> The former Union Ice facility is located at 425 North Union Street, Stockton, California <br /> (Figure 1). Union ice owned and operated an ice manufacturing plant on the site for <br /> years. In 1989, Arctic Ice purchased the facility from Union Ice. over 100 <br /> Four single_walled steel underground storage tanks (USTs) used for storingfuel <br /> #1), gasoline, fuel oil, kerosene, or diesel (Tank #3), and waste oil (Tank #4 wer (Tank <br /> located at the site. In September of 1989, the tanks and associated piping were removedmerly <br /> from the site by SEMCO under permit and direction of the San Joaquin CountyEnvironmental <br /> Health Division. During the tank removal, H soil samples were collected from the base of each <br /> tank excavation and around product lines and analyzed for TP _e, TPH-g, BTEX, VOCs, <br /> metals, and EDB, <br /> The analytical results indicated the presence of petroleum products in the soils <br /> beneath and around Tanks #3 and #4. Excavations of impacted soils were conducted in <br /> 1990 and 1992 by WHF Environmental Consultants (WHF).
